There are a number of mistakes in your reasoning, Farhod, but the biggest is this: When native English speakers move to another country to teach English, they most certainly do NOT 'forget' their native language. In fact, they spend most of their time using the language in a creative academic context that ensure that they not only know the language, but develop it well beyond the level of a common native speaker.
Also, English is ubiquitous. It is quite easy for an expat to live within a 'bubble' of English in a foreign country because all of his/her favorite TV shows, films, sports teams, etc. are still quite easy to follow via the internet. Also, his job is conducted in English, and he will probably have a lot of friends who speak at least some English and will want to practice all the time. This fact is especially pronounced with English as compared to other languages.
Again, non-native speakers can be great teachers, but if you compare a very skilled, qualified non-native with a native, then yes, there is quite an important difference.
