You make an interesting point which I'll most likely have to disagree with. And here is why. If I were a native speaker of English but had moved to a country where they speak another language, I'd forget my own language and eventually speak fluently in the other language over time. Yet some how that over qualifies me for a job I'd be terrible at if I were to teach my native language.
So now I wonder what if anything separates a native speaker from someone who isn't but is just as fluent if not more in that persons language? People who live in a English speaking country and are foreigners eventually speak better English than their own language, and probably better than most natives.
