Hi Zhenya, There are some Teacher Training Centres in China, Korea, and Vietnam that run CELTA. Please check the Cambridge ESOL website for the contact info: http://cambridgeesol-centres.org/centres/teaching/index.do.
Unfortunately, CELTA is run only as an on-site course.
